New Public Management reforms are often seen as a means of increasing public sector productivity, because they promote strategic and competitive behaviour in public institutions. This paper analyses how an NPM reform in Denmark in 2007, which introduced self-government in high schools, affected the extent and character of strategic leadership in these institutions.
